I have also the honour to submit for your favourable consideration the claims of Mr. P. I. Rosario, late First Clerk, who retired on a well-earned pension on the 15th June, 1901, to some small participation in the benefits which would have accrued to him if the Staff of the Colonial Secretary's Office had not for special reasons been temporarily excluded from the Classification Scheme which was transmitted to you by Sir Henry Blake under cover of his Despatch No. 202 of the 3rd June, 1901. Sir Henry Blake was of opinion that Mr. Rosario should receive the amount of arrears to which he would have been entitled if the Colonial Secretary's Office had been included in that scheme, and in his opinion I concur.

The amount will only be the difference between $2,040 a year and $2,100 a year for the period from January 1st to the 14th of June, 1901, but it will favourably affect his pension.

I shall be glad to receive your authority to incur the small extra expenditure which will be involved.

I have also to inform you that Sir Henry Blake authorised the grant of a sum of $500 to Mr. Julyan as an honorarium for the services he has performed as Acting and Temporary First Clerk. Since Mr. Rosario retired from the Service, Mr. Julyan has performed the duties of First Clerk in an efficient manner at considerable inconvenience to himself and some detriment to his health. On the arrival of Mr. Drayson, who is to receive the new appointment of Chief Clerk, Mr. Julyan will return to his post in the Public Works Department.
