(2) We hold this lease to Marine Lot 3. They wish to build a dock on it and will not do so unless they get a 999 years lease of the site. This reduces their cost. The exact parallel is Whampoa Hangkay grant lease to one of the Otters. Conditions will be written regarding the right of priority of H.M.'s ships in time of war, or imminent war, & such other points e.g. Admiralty inspection, as have been insisted on by the naval authorities in Hong Kong-Whampoa case.
In No. 34553, the Admiralty opinion was strongly in favour of giving 999 years leases to firms. We will accept their proposals, provided the Hangkung firm give an understanding that they will comply with the requirements of the Admiralty in regard to dock, right of priority.
So proceed. Ry. 9/10. Send copy of this to the Admiralty.
I act with reference to their letter No. 34553 terms L (1)—31215----1000-6-1900 39720-3000-2-01 of 2nd October, whether that letter would apply also to the present case. Ask for an early answer at once.
