11. The Quarry lease being only for a year, it will be open to the Govt to change the system from January 1st 1902, but I cannot help thinking the fault lies with Messrs Inchand & Low then, as the profits after payment of royalty depends entirely on the amount of stone he can sell net under the quarry during the year. The point in the lease, is that the farmer is not bound to supply any quantity of Stone required, nor is the amount of royalty he has to pay fixed.

12. If the Colonial Govt Exempted the Admiralty works from the Quarry Farm restrictions, it would entail a loss of revenue of probably $20,000
