7. These considerations have convinced The Hongkong Government of the necessity, for a largely increased supply of good water, and the acquisition of the new Territory makes this possible. 8. When this scheme is completed, the area now reserved for water collection in Kowloon will be available for various uses such as building sites, gardens, etc., and will certainly bring in a large revenue.

The projected works, though simple, and presenting no unusual engineering difficulties, are of considerable magnitude - a masonry dam 80 feet high (to be eventually raised to 100 feet) has to be built, a waste weir and a spill arter have to be constructed, four or five miles of main laid, including a short tunnel thereupon, and connection made with the existing distribution services.
