1891 the population of Kowloon increased 96 per cent, and it is probable that the population in 1901 will turn out to be more than double that of 1891.

5. The available sources of water supply in Kowloon (British) are extremely limited, and practically incapable of extension.

6. The value of land in Kowloon, since the acquisition of the new Territory, and the extension of roads, has increased fully ten fold, and I believe I am well within the mark in stating that fully $2,000,000 was realized by the sale of Crown Land in Kowloon in 1900.

In every way it is immensely desirable that the expansion of Kowloon should be encouraged; the ground is open and level, wide streets are being constructed, and open spaces reserved, thus rendering impossible the surface over-crowding which has occurred in Hongkong. The great expansion of City population in the future will almost certainly be in Kowloon.
