1. I have the honour to acknowledge receipt of your letter No 204 - 20477/1901 of the 18th instant, inclosing copy of a despatch to the Governor of Hongkong on the subject of the Kowloon waterworks, and copy of a telegram received in reply.

2. The urgency of commencing works on the new water supply scheme for Kowloon lies in the fact that owing to the very rapid increase of population in that part of the colony, the present supply for British Kowloon has become quite inadequate. Each year the scarcity is felt, with the accompanying recurring danger of a total stoppage of the supply.
