C.O.C. is yet to predecessor held the post about three years, and he himself went out about the end of 1898. But I do not think we need trouble about him as he administered in 1900, and presumably will be administering again this year.

the state of affairs in the Far East can hardly be said to be much better than it was in 1895. I do not think that we can well make any change.

and if I may suggest a policy, I think the policy adopted in past years of making Colonial Secretaries administer is not always sound or desirable.

A hard & fast rule is not desirable.
