It will be convenient here to consider the question of the successor of Mr Lockhart as Police Ladet, but the first thing is to decide the sterling salary of the post since if it is not filled from within the Colony, it has been decided to put it on
sterling basis. The present pay $1000, in
double exchange compensation is
rather more
than £1600, but the
Colonial Secretary gets $24000
to more than
£1600, and the question is
going
to make the starting salary fully up to the
level of the Colony salaries or
keep them at
a slightly
lower level.
I am very much on the whole I think we should fix
the salary of Police Ladet at
£1600.

You asked me
to look
at the papers connected with the decision that the G.O.C.,
not the Col. Sec., should administer
in the Governor's absence. You will
see from 6904/95 that the real
reason was
that Mr. Lockhart
was
too closely connected with the Colony by marriage.
It
was
felt
that
it
was
better
for the administration to be in
other hands, in view of the state of
affairs in the Parliament.
