This letter is
in the main
a vigorous criticism
of the drainage-expert
and the sanitarian who
have done nothing
practical, recommends
(1) abolition of underground drainage—only open
channels to be allowed (stormwater drains)
(2) reconstruction of
all houses to make them rat-proof.
This is
fortunately
a very big task,
but
both recommendations can
be carried out piecemeal and each bit done will be
of value.
Dr Simpson should go out at once.
