In reply to your letter No. 23438/1901, of 12th July, I beg to say that I consider Sergeant Keen's capacity to contribute to his own support is impaired, that this incapacity in diminishing degree is likely to be permanent, and that his retirement is attributable to injuries received.
I am not in a position to state whether his injuries were received in the discharge of his official duties.
