Consequently under the existing pension minute in Hong Kong, as under the pension regulations in the other Eastern Colonies, the veterinary surgeons stand on the footing of ordinary Government servants in regard to pension; and, while Mr. Chamberlain is glad to recognise that Mr. Ladds has done good work in Hong Kong, he cannot instruct the Governor to treat his case, which, as already stated, has received full attention, otherwise than in accordance with the rules which are in force in the Colony.
