I have the honour respectfully to ask for a
transfer to an administrative post in either the Transvaal
or Orange River Colonies on the establishment of Colonial
Government in those territories.
2. I attach particulars of service, sixteen years in
His Majesty's Navy and twenty in the Colonial Service.
I am 49 years of age, married and have four

My present appointment is that of Postmaster
General of Hong Kong with a salary of $4,800 a year, equivalent
for full pay leave to £960 and pension to £880 rising
by triennial increments of £60 to £1,080. An allowance of
£100 a year from the General Post Office in London attaches
to the office.
5. I was appointed Postmaster General on the 15th
February 1899, to re-organise the Department, and would
respectfully invite attention to the particulars of my
varied services.
