For the last few weeks I have been attending at St Martin's-le-Grand, Mount Pleasant and other Offices, observing the despatch and receipt of mails, as well as the ordinary routine working. Every facility and information has been most courteously afforded me by all Officers with whom I have come in contact, and I have especially to thank the Comptrollers of St Martin's and Mount Pleasant, who placed their Secretaries at my disposal kindly furnishing me with specimens of all forms, books, &c., capable of adaptation, and to the latter gentlemen I am also greatly indebted for much information and patient explanation.

2. As the first result of the knowledge now acquired I have the honour to recommend the immediate appointment of two Examining Supervisors to be obtained from St Martin's-le-Grand. Their duties to be to take charge of and be responsible for all made up mails, to check sorting, and to exercise general supervision throughout the Office.

3. Precisely such appointments were recommended to me two years ago when I wrote to the General Post Office, enquiring what checks were in use in London, which recommendation when I furnished it later to the Colonial Government I stated, in the then state of the department, to be impracticable, all new appointments would have to be absorbed in the clerical staff, and
