The cost of living in every way has gone up but their

salaries have not. That this policy has been the immediate and di-

rect cause of the reputation established for itself by the Post Of-

fice seems to be beyond dispute; it certainly has not resulted in ef-

fiency in the post. I trust that His Excellency will favourably con-

sider the petition but would not ask for suggestion from me.

I am interested in the contentment and efficiency of the staff and,

if I might be permitted I would suggest that some man unconnected with

the Civil Service of Hongkong, like the local Auditor be requested to ex-

amine into and report on the subject.
