I beg respectfully to be permitted to once more renew my application for an increase of salary, in doing so I venture to attach copy of a letter dated 13th September 1899, fully setting out the grounds of my application to which I have not yet had the honour of receiving a reply.

2. In addition to the facts set forth in the attached letter (1) I may add that I am aware that by the Right Honourable the Secretary of State's despatch No: 280 dated 8th December, 1899 an increase of 8 per cent was made to my salary from the 1st January 1900, such increase however was general "and in some cases much greater on account of the greatly enhanced cost of living. What I now desire respectfully to bring prominently before the Right Honourable the Secretary of State are the exceptional circumstances of my case,
