The wording of the Pension minute (Para 11) seems to make Mr Duggan's claim untenable.
It speaks of "the average amount of salary of the permanent appointments held by the officer on the last step of the incremental scale."
Possibly it might be regarded as the appt. on the incremental scale.
But I presume that was not intended when the minute was drawn up.
Regret that the Council cannot meet Mr Duggan's wishes.
