Before leaving the Colony I wish to place on record that I have had frequent occasion to consult Mr Chatham, both semi-officially as well as officially, since he assumed charge of the Public Works Department on Mr Cooper's departure; and that I have found him not only willing to be of every assistance in his power, but prompt, painstaking, with clear apprehension of the points at issue and generally satisfactory.
Of his professional qualifications and value, in a technical sense, I am of course incompetent to judge but Mr Cooper has expressed a good opinion of them.
