I have now completed 11 years of service in the Colony; 8 years'
as Executive Engineer and 3 as Assistant Director Public Works. In the former capacity I had full charge of the most important Public Works carried out and, in the latter, my duties have been of a more extensive nature & have included the general direction of
the Praya Reclamation Works, which are of considerable magnitude.
This is the fourth occasion on which I have acted as Director of Public Works during the temporary absence of Mr Brookes or Mr Cumsby & on these
occasions, I have had to advise the
Government upon numerous important matters, some of which were
of moment
