IN Ackroyd does not acknowledge the fact that land is available, conveniently situated, which is just the point of difficulty. He objects to the Sanitary Board (which is, I believe, of use), but calls it comprehensive and obstructive. I very much doubt if his proposal to transfer its duties to officials would be an improvement.
