that in no case have we allowed
more than the refund of
tuition fees, and
this concession can only be made if the
Colonial Govt concurs. The
HRing Govt have
not decided on circular on the subject but will be pleased to invite them to make the refund if he decides to take the course C.Pd.

The circular intimated that
the scheme would be brought into operation, before formal concurrence was expressed; but fitting the Colonies to which it was addressed might have awaited in some way.
I find it was sent

non-tropical Colonies; cf. For 3 in
the Mediterranean,
Gibraltar, Malta,
Bernoulli, Bahamas,
Basutoland, Bechuanaland
I should think in these
cases the matter was dropped
and perhaps also in the case of Bahamas,
But apart from them we have
received no answers from the
following Tropical
Colonies:
Mauritius, Jamaica,
Trinidad & Tobago, Leeward
Islands, St. Helena,
St. Lucia
excepting Malta, where there is
no responsibility, and of Seychelles where
there is only one director, Bishop...
We should
remind these tropical Colonies—including
Hongkong—
I should have thought
£54 minimum fee augured ill for them as a matter
of course.
