May I draw your attention to Colonial Office Rules 171 and 177, to neither of which we at present conform. Rule 171 seems to be in itself obsolete, but if that is the case it would be well to have it expunged next year.
As to the foot-note to Rule 177, I find that Colonial Office Circular of the 5th October, 1894, was never received in Hongkong. If the Colonial Office desire us to comply with its requirements, they should supply us a copy. Is the duplicate schedule to be signed by the Governor?

Est Rule 177 has been looked into and found it in the breach. Steps are being taken to bring it into observance, please let me have a copy of the Colonial Office Circular of the 5th October, 1894, which does not seem to have been received here.
