military purposes, whether it might be found possible by the War Department to surrender lands to the Colony or not. The circular despatches in question only legislate as to the terms on which a Colony should provide an equivalent for surrendered lands. Paragraph 11 of the despatch dated 30th December 1894 was clearly worded so as to guard against any inference that the liability of a Colony was necessarily limited to the value of the surrendered lands, or that any diminution of pre-existing liabilities was intended. These arrangements would remain in force as regards any transaction which occurred before the 1st January 1901.
