27 November 1901, I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 15th ultimo, 33898/1901, relative to a claim for payment to the Colonial government of Hong Kong on account of land transferred to the War Department.

I am to inform you in reply that the Secretary of State for War is prepared to agree that the existing credits in favour of the Colony shall stand in the Colonial Military Lands account, and eventually act in reduction of any debits which may be raised against the Colony in the same account.

I am however to observe with regard to paragraph 4 of your letter under reply that it is not understood how paragraph 35 of the Report of the Committee on Colonial Military Contributions can be held to have been superseded by the circular despatches of the 9th June 1890 and 30th December 1894,
