Sir,
In continuation of War Office letter of the
4th December 1900, Hong Kong 5/444, I am directed by
the Secretary of State for War to acquaint you, for the
information of Mr Secretary Chamberlain, that the
General Officer Commanding at Hong Kong reports that the
Colonial Authorities now decline any further consideration of the exchange of land referred to as number 3
exchange in the proceedings of the local conference,
forming an enclosure of the despatch of the Governor
dated 28th August 1900, and transmitted with Colonial
Office letter of 3rd November 1900, 31905/1900.

In these circumstances the Secretary of State
for War is compelled to withhold his assent to the
other exchange pending further consideration of the
matter.
