I have laid before the Marquess of Lansdowne your letter 2732 (D.G.M.I) Confidential of the 30th ultimo relative to the proceedings of the officers of a Russian war vessel who were observed sketching the defences of Hong Kong.
Lord Lansdowne will transmit a copy of your letter to His Majesty's Ambassador at St. Petersburg and will instruct him to take an opportunity of mentioning the matter to the Russian Minister for Foreign Affairs.
