This is the complement of 19275 d, which I saw yesterday, & which I now send again.
The position is that before the China Row the Hongkong garrison consisted of one white Regiment (Welsh Fusiliers) and the Hong Kong Regiment (Sikhs?). There during the Boxer trouble have been taken away for Service in China and have been replaced by 3 black regiments which they now propose to remove.
Two black regiments seem inadequate but Gen. Gascoigne is surely the best judge of this. I think both W.I and C. (vide No. 19275$) that Mr Chamberlain deprecates this proposed reduction unless the G.O.C concurs.
