War Council concurs that there is no longer any useful purpose to be served by requiring the Governor, whose time is already so fully occupied, to be present at meetings of this Committee.

3. I would add that the second of the questions asked in your despatch of the 4th November last, seems to indicate that you may be under a slight misapprehension as to the nature and extent of the functions of the Governor in his capacity as Commander-in-Chief.

4. The meaning of this is laid out in Chapter II, Section II, of the Colonial Regulations, where the relations of the Governor to the officer in command of His Majesty's land forces are described in detail, and it need hardly be added that those regulations should be strictly adhered to.
