Sir,

I am directed by the

Commander-in-Chief to acknowledge

the receipt of your letter of the

10th November last, relative to the

position of the Governor of Hong Kong

as regards yourself as General

Officer Commanding the Troops, and

to inform you in reply that the

position of a Governor of a Colony

is clearly laid down in pages 334-5

of the Regulations in the Colonial

Office List. Your view of your

respective positions is accurate.

With regard to the position

of the Governor should he attend the

meetings of the Committee for the

consideration of the Annual

Military Estimates, I am to inform

you that the direct interest of the

Colonial Government in the Military

Estimates having been removed by the
