Sir,
I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 10th November, relative to the position of the Governor of Hong Kong as regards yourself as General Officer Commanding the Troops, and to inform you in reply that the position of a Governor of a Colony is clearly laid down in pages 334-5 of the Regulations in the Colonial Office List. Your view of your respective positions is accurate.
With regard to the points raised by the Governor relative to his position as a member of the Committee for the consideration of the Annual Military Estimates I am to inform you :-
(1). The Governor if he attend the Committee will be the President.
(2). He attends as Governor.
(3). The President names the date and place of meeting.
(4). The President will preside.
(5). The Governor, being President, is responsible for any financial proposal submitted by the Committee.
