Authority has been given to Masters of the Mint to supply subsidiary coinage to the value of $3,000,000, viz. $2,500,000 in 10 cent pieces and $500,000 in 5 cent pieces.

Draft letter dated 4/5 to S.A. submitted stating that the necessary instructions have been given to the Deputy Master and Comptroller.

15/5. A.F. approved the draft.

Mr. Lucas sent it to me.

This paper came with a Treasury letter establishing a Mint at Shanghai (which I am circulating separately). I understand from the Crown Agents that they have already taken steps to buy two-thirds of the silver required for this coinage and that the second instalment of half a million ounces must be procured.
