Gentlemen,

Hongkong, 18th May, 1901.

With reference to your letter of the 2nd instant enclosing a cross section showing the proposed method of laying down the double line of Tramway, His Excellency the Governor is advised:

(1) that the thickness of the concrete underneath the rails should be increased to 8";

(2) that the concrete should form a continuous bed underneath each pair of rails, instead of being laid in separate portions underneath each undivided rail;

(3) that the surface concrete should be 6" thick instead of 3" as shown.

2. His Excellency would also be glad to learn the composition of the concrete which you propose to use.

3. Pending satisfactory answer on the points raised in this letter, approval of the cross section submitted by you is reserved.
