I am directed by the Board of Trade to

advert to your letters of the 14th and 26th ultimo,

with enclosures, relative to the Hong Kong Tramway

Ordinance now under consideration; and, in reply to

your request for the observations of this Department,

I am to forward the accompanying Memoranda prepared

by Lieutenant Colonel H. A. Yorke, R.E., their Chief

Inspecting Officer of Railways, and Mr A. P. Trotter,

their Electrical Adviser, on the questions which have

arisen with regard to (a) the nature of the concrete bed underneath the rails, and (b) the protection of

the Telephone Company.

With regard to the Regulations contained in

Schedule A. appended to the Ordinance, Mr Trotter

points out that modifications might be desirable in

the case of Colonies, especially so small a Colony as

Hong Kong. The Board observe that the Ordinance gives

power to make such modifications should they hereafter

appear necessary.

With reference to the claim of the Telephone

Company to be afforded the protection given to Tele-

graph Companies under Clause 21 of the Ordinance, I
