I am directed by the Board of Trade to acknowledge the receipt of your letter (Number 15989/1901) of the 29th ultimo, transmitting a copy of a despatch from the Governor of Hong Kong, proposing to amend the Merchant Shipping Consolidation Ordinance 1899, by the addition of a sub-section (g) to Section 19, sub-section (5), to provide in certain cases for investigation by a Marine Court.

In reply, the Board desire me to state, for the information of Mr Secretary Chamberlain, that, as at present advised, they do not consider that there is any necessity for the addition of the proposed sub-section (g), as holders of certificates of competency who fail to pass the sight test on coming up for examination for a higher certificate can be dealt with under Sub-section (f) of Section 19, sub-section (5), and the Board of Trade are of opinion that the proposed addition would be undesirable as it might form the basis for an argument.
