We think, under the circumstances, that a question would arise as to whether the exporters intended to act in defiance of the Proclamation, and it does not very satisfactorily appear that the arms and ammunition were exported to Wei-hai-Wei without license, but we would point out that, although there was undoubtedly an intention to re-transport from Hong-Kong to Wei-hai-Wei, it is stated that there is "no record" of this at the time the exporters proceeded to carry it out.
