I BEG to report that, according to trustworthy information confidentially conveyed to me, the United States' Consul on the 30th ultimo and, subsequently in the course of the same day, the French Consul, both paid official visits to the Viceroy, and urged for consideration the grant of sites for Concessions for their respective nationals at Canton, at Honan on the side of the river nearly opposite to Shamien.
The United States' Consul pressed the Viceroy with some insistence to appoint a deputy to visit the place and arrange details. In answer to the Viceroy, he explained that he was acting under instructions from the State Department at Washington; but refused to confirm his application by means of an official note, stating that he desired to come to terms locally and verbally in the first instance.
