WITH reference to your Lordship's telegrams No. 226 of the 11th July and No. 291 of the 11th September, I have the honour to transmit herewith copy of a despatch which I have this day addressed to Mr. James Scott, Acting Consul-General at Canton, instructing him to keep the Governor of Hong Kong fully informed of all matters of political or commercial importance affecting that Colony.
In taking this action I have anticipated your Lordship's approval of the recommendation in that sense contained in Mr. Tower's Report on the Consular Service (see my despatch No. 63, Consular, of the 26th August) and have at the same time given effect to a special request put forward by Sir Henry Blake in a despatch to me of the 25th July, in which he stated that he was without official intimation on matters connected with the French activity in the south.
