The expenses incurred in sending the man McNab

from Manila to Hongkong have already been charged to

this Department, and his further passage to the United

Kingdom can likewise be defrayed from Foreign Office

funds. The other two cases referred to are those

of seamen and any expenses on their behalf which may

be properly chargeable to Imperial Funds should be

borne by the Board of Trade.
