Sir:-

With reference to your letter 29152 of the 23rd of August I am directed by the Marquess of Lansdowne to transmit to you, for the information of Mr. Secretary Chamberlain, the enclosed copy of a despatch from Captain Harford, His Majesty's Consul at Manila, showing the circumstances in which he was authorised to send distressed British subjects to Hongkong.

I am to state that this Department is prepared to bear the cost of passages to England from Hongkong of persons, not being seamen who are sent there from Manila as distressed British subjects, and who are unable to obtain employment in the Colony; but that maintenance in Hongkong can only be paid for in cases of unavoidable detention whilst waiting for a steamer.
