With reference to your letter of July 15 last, I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies, the accompanying copy of despatch of 25 July 1901, as marked in the margin, relating to the French claim to monopolise all concessions in the Two Kwangs.
