I laid before the Marquess of Lansdowne your letter marked (23564/1901) of the 26th ultimo enclosing correspondence on the subject of the torture of Chinese criminals extradited from Hongkong to Canton.
I am directed by His Lordship to state, for the information of Mr. Secretary Chamberlain that in accordance with his suggestion instructions have been sent to His Majesty's Minister at Peking to endeavour, by effecting an exchange of notes with the Chinese Government or in any other suitable manner, to secure the permanent adoption by the Chinese Authorities of the present temporary arrangement concluded between the Viceroy of the Two Kwangs and His Majesty's Consul General at Canton providing for the attendance of an Officer either
