Sir:
On September 10th last, a telegram, addressed by Li Hung Chang to the Chinese Minister dated September 6th, respecting the alleged organization in Hong Kong and the Straits Settlements of rebellion against the Chinese Government, was communicated to the Colonial Office by this Department and in your reply dated the 20th of that month, you stated that copies would be furnished confidentially to the Governors of those Colonies.
I am directed by the Marquess of Lansdowne to enquire whether any reply has yet been received from Singapore or Hong Kong in regard to Li Hung Chang's request that stringent measures should be adopted against the agitators.
I also transmit to you for communication to the Governors of Hong Kong and the Straits Settlements
