With reference to your letter of the 29th August last and to your reply No. 30452/1901 of the 6th September
I have the honour to inform you our Consulting Engineer
has recommended to us two further candidates for appointment as Senior Sanitary Inspectors in Hong Kong.
One of these candidates is at present unmarried
but intends to marry shortly. The other is married and
has three children and both stipulate as a condition of
engagement that passages should be granted for their families.
It has been found impossible to get single men
who possess the qualifications required and Mr Osbert
Chadwick considers that as the men he now recommends bear
such excellent characters it would be the worst possible
economy to lose their services merely to save the small
extra expense in passages.
I have therefore to ask for the Secretary of
State's authority to provide the passages required in each
case.
