Gentlemen,
In reference to yours of the 4th instant, enclosing copy of despatch and its enclosure from the Governor of Hong Kong on the subject of the new Law Courts, we have only to say that we anticipated the made earth would not be sufficient to carry the Ground Floor of the new buildings but if it is locally thought otherwise of course the ironwork shown can be omitted.
