Hong Kong - Plague.

Gentlemen,

1. In reply to your letter of 11th September, I have the honour to state that consistently with my other duties, I cannot leave for Hong Kong at an early date.

2. The final design of the Port of Spain Water work extension is not yet settled. Portion of the work is in hand and I have yet to furnish you with specifications plans etc. This work will occupy several months. Again the Freetown Water works have been sanctioned and will occupy a considerable amount of my time.

3. For these reasons, I cannot properly undertake to leave England before December at the earliest.

4. My remuneration would be at the rate of £150 per mensem dating from date of sailing to date of return, paying my own passage and lodging expenses.
