I enclose a copy of a further letter from Messrs. Webb and Bell, suggesting that a contract should be let for the "carcase" only, for which everything has already been received, the further work to be dealt with in a later contract. I add that there is always a probability of considerable modifications being made during construction and that the Consulting Architects, if they wait until the "carcase" is finished or well advanced, will be in a better position then to furnish the details for the joinery, etc., and screens, which the final contract and specification prepared.
3. If it is decided to adopt this course, Messrs. Webb and Bell should be furnished with a copy of the specification, as well as with the progress photographs for which they ask, and any further information necessary to show exactly how the superstructure is actually built and what progress is made.
