Sir,

I have the honour to acknowledge the receipt of

your letter No. 10981/1901 of the 2nd ultimo respecting the

new Law Courts in Hong Kong, and to inform you that we referred the Governor's despatch to the Consulting Archi-

tects who stated in reply that they consider that the speci-fication will be best prepared by Mr Mossop in the Colony,

but that the details for the internal architecture and

decorative finishings should be supplied by them.

2. I enclose a copy of a further letter from Messrs

Webb & Bell in which you will see that they suggest as the

best mode of proceeding that a contract should first be let

for the "carcase" only, for which everything necessary has

already been furnished, leaving the further work to be dealt

with in a later contract. The Architects have explained

to us that there is always a probability of considerable

modifications being made during construction, and that hence

they will, if they wait until the "carcase" is finished or

well advanced, be in a better position than now to furnish

the details for the joinery and screens &c. on which the

final contract and specification can be prepared.
