I have the honour to acknowledge the receipt of your letter No.12419/1901 of the 11th instant respecting the

proposal to entrust the construction of the new Kowloon

Water Works to a local firm of Engineers.

2. We submitted the matter to Mr Chadwick, who has

already (see our letter of the 29th August last) given

consideration to this scheme, and I now enclose copies of a

memorandum and letter from him on the subject.

3. From the fact that it is only proposed to pay the

Engineers a percentage on the estimated cost of work done

in the Colony, exclusive of piping etc. imported from

England, we infer that no departure is contemplated from

the established method of obtaining the necessary materials

and that these will be ordered by indenting on us in the

usual manner. It would however appear desirable to make

this point quite clear.

4. We do not understand that it is proposed to place

but the firm in the position of contractors for the works,

rather to employ them as a substitute for an engineer who

would otherwise have to be specially engaged. The advantages

claimed
