With reference to your despatch no 449 of the 12th Oct, in which you refer for my decision a question as to the System of stamping deeds which might be most Suitably adopted in Hongkong, I have now the honour to transmit for your information Copies of reports by the Board Inland Revenue and by W. De La Rue, to whom were consulted on this Subject of your despatch.
Thi Johum - Since speaking lizin I have perceived that we cannot just the order in hand with the Colony Sappher this vernacular which is to appear on the stamps.

2. From all the drawings now before me, it seems clear that of the five systems the adoption of which, either separately or in combination, has been suggested, that which is favoured by Mr Harding by the affixing of a surface printed adhesive Stamp, which stamp would be completed by Embossment.
