Dealing with the question of recording presses, we
cannot recommend them, for two reasons:-

Recording presses can be tampered with by an expert. Recording presses are very complicated and liable to get out of order, so that it would be necessary for the Colony to have many in excess of their actual requirements, in order that presses might be sent back for repair.
Assuming that the Colony decide to employ adhesive stamps with an over-embossment, keeping the stamps for postage distinct from the stamps used for fiscal purposes, it will be necessary to provide the following additional stamps:-
Postage Stamps $2, $4, $5, $10
Stamp duty stamps for fiscal purposes
15 cents, 75 cents, $5, $25, $30, $40, $50,
$75, $100, $200.
The most economical way of producing the stamps would be by the key plate system. This would entail the following outlay:
