I have the honour to acknowledge the receipt
of your letter of the 24th of December No.40967, on the subject of the suggested improvements in the system of stamping deeds in Hong Kong.
The enclosures to your letter are returned herewith with a copy of a report we have received from Messrs De La Rue & Co. giving the cost of manufacture of embossed adhesive stamps like those in use by the Inland Revenue Department, as well as of surface printed stamps, embossing presses etc. and dealing generally with the
questions raised by the Colonial Government.
